alexander ii, the czar of russia who allowed finland to be a "grand duchy" giving finland rights similar to that of an independent nation (it's own system of government & way of selecting rulers, etc.). after he died, his son wanted to change all that, take away finland's freedoms & make it just like the territories. the finns didn't like that idea & the whole thing resulted w/ finland's independence in 1917.
